Actually, there is. Not in Paint.NET though. Go to the folder you with the pictures you want to print, right-click on any one of them, select Print. That'll open Windows Printing Wizard or something like that, which will let you select which pictures to use, how many to put on each page, how many times to do each one, etc.

Not unless you have a document image writer set up as a printer. (There are programs that you can install that emulate a printer. You can tell any program that prints to print to that fake printer, and the program will let you save to various formats, usually PDF)
