Modification:

Whatever you have planned

Addition:

Make sure you saved the cut out as a PNG or PDN with a transparent background, and you can just copy / paste it into your destination image.

Does the eye appear in the center of the checkered circle?

The checkered pattern indicates transparency. This happens because the eye you copied was surrounded by transparency when you copied it, and the transparency is being pasted over the original image.

To fix this, you can add a new layer (:AddNewLayer: at the bottom of the Layers window) and paste the eye into there. That will put the eye on it's own layer where the transparency around it won't affect the original image.

In your pic with the eye, delete the white "Background" layer if it's there.

Hit [Ctrl]+[shift]+[F] or select Image -> Flatten.

Hit [Ctrl]+[A] or select Edit -> Select All

[Ctrl]+[C] to copy in the eye pic, and paste in a new layer in the destination pic. [Ctrl]+[shift]+[V] creates a new layer automatically for the pasted image if you're into shortcuts.
