You ought to find this.

The entire tread is good reading, but the first post is the most important.

Make a series of pictures with increasing amount of jitter, and use unfreeze to make it animated.

Uhh..

I'm having a problem with this.

I've added the .dll file into my effects folder, however, its not showing up in Paint.net.

I've even tried restarting my computer, but its still not showing up..

Anyone care to help?

Are you using Paint.NET 3.10 (or greater)?

Have you looked in the Effects > Distort submenu?

Have you "Unblocked" the DLL (if required)?

Click to play:

It's in Effects > Distort.

The Doctor: There was a goblin, or a trickster, or a warrior... A nameless, terrible thing, soaked in the blood of a billion galaxies. The most feared being in all the cosmos. And nothing could stop it, or hold it, or reason with it. One day it would just drop out of the sky and tear down your world.
Amy: But how did it end up in there?
The Doctor: You know fairy tales. A good wizard tricked it.
River Song: I hate good wizards in fairy tales; they always turn out to be him.
