That's a barrier to entry that would impact legitimate users. You may find that almost all "young" people (far more than adults) have mobile phones, hardly preventing genuine new members wishing to join, also if new members have got nothing to hide, then it's not exactly a barrier. I agree with mottoman that no spammer is going to go out of their way to buy a sim card (that needs activating) in order to flood the forum, most spammers want a forum that is easy to become a member of.
