Alrighty, as long as the DLL is in the Effects folder and whatnot, there should be a new submenu, I believe it will be the third from the top if you haven't installed any other effects, and it will be called Render. Hover over Render, and Border will be in there.

If you copied the DLL to the Effects folder while Paint.NET was running, you will have to close and reopen Paint.NET before it will look for any newly installed effects.
