The organization makes it feel off balance, with three different widths (header, separator bar, content area) making it rather difficult for the eye to follow. I think an organization scheme with a more well-defined structure would better suit the layout, such as these: That's my two-cents. The style (glassy look) looks quite nice. The only thing that bugs me is the distracting organization. Just so you know, to remedy that problem, I keep a generic HTML file that contains only a couple of paragraphs of Lipsum. I set the width and alignment to the currently desired settings, take a screen capture, and paste it into the layout. This helps keep everything even and adds that "I did this in a browser" feel to the page. I guess what I'm saying is the logo looks out of place from the rest of the page. A border would confine the space, and it wouldn't then make sense why they have the same background design as the page background. My one criticism is the bars (|) between the links. It doesn't match up with the link highlight, so it looks like it doesn't belong. You could replace the bar characters with a 1 pixel-wide line that spans the entire height of the link row to make it look more cohesive. Something such as this: Besides that, it looks nice.
