C# question: Is there an alternative to NameValueCollection which can be both referenced by and read by position and key and ideally easily sortable?

Just use malloc() and pointer access.

SortedList and SortedDictionary are good, although they are always sorted (duh). If you want something which is optionally sorted you can create your own composite collection with reasonable ease. Difficulty mostly depends on if keys are required to be unique, and how aggressive with memory usage you need to be.
