i was wondering how to use the feather plugin

how do people make wallpapers like these where the person in the picture looks as good as it does. i'm not too good at it myself and everytime i do it there are parts on the person that are like jagged and makes the whole thing fake and these kinds of things are perfect looking

Start off by reading how to use basic tools

In Paint Net go to Help and then Help Topics, browse through the tools and learn their uses.

That image looks like a person took the Magic Wand, selected him, cut him out, and made a Drop Shadow all around him.

This can be done by using the lasso or the magic wand to select the part of the image you want, copy and paste it into another background, vola.

Also, just noticed your title, one of the rules is "do not use generic titles.", it annoys everyone who needs to know what a thread's about.

And, to answer your question, they use the Feather Plugin.
