There is a Desaturate option under the Layers -> Adjustments menu, but that only converts the current layer to greyscale. Actually, it does not convert it to greyscale, but throws out all current color information for the pixels, allowing you to still paint with color on the layer.

As far as I know, there is not an option as such to convert an image to greyscale.

Some image formats also have the ability to load and save in grayscale. Instead of storing red, green, and blue values (or CMYK or whatever) they only store an intensity value. JPEG, for instance, allows this. Paint.NET does not support saving in this format, so if you convert to grayscale using the Desaturate adjustment then it is still saved as a "color" image (even though each color is a shade of gray).
