I believe you answered that question in your own post in your other topic about the logo. http://www.microsoft.com/net/default.mspx If I'm not mistaken, they came up with the logo. Paint.NET is called Paint.NET because it was made utilizing .net to revamp Paint. So, since it uses .net, they put the official .net logo in their logo.
