Framing photos/art work

I couldn't tell you exactly how to do it but if you make two separate layers, one with the foreground image, and one for the frame.

Put the frame layer on the bottom. With the magic wand selected, click on the black area of the foreground image. Once you are happy with the selection, hit delete.

EDIT: I quickly skimmed over the tutorial to get the gist of it and tried to do it in Paint.NET. In about 5 minutes, I came up with this...

Remember this was a very quick and scrappy job and if you did it slower and more carefully, it would look almost identical to the one made with PSP
