If you want to speed things up, learn to use keyboard shortcuts. These are typically shown in tooltips. example: F ... switch to Paint Bucket ("f" for "fill") Click Enter (for "Finish" aka commit) But instead of using the paint bucket, it's faster to use Edit -> Fill Selection. So you'd pick a color, then pressed Ctrl+A followed by Backspace, then Ctrl+D to deselect. Ctrl+Click on the move layer up/down buttons will move it all the way to the top/bottom (see the tooltip!). Set it to Read Only in Explorer and keep it handy. What you're asking for is already possible with existing stuff. You're asking me to add a whole bunch of UI and do a ton of engineering work so that you can save a few seconds. Not going to happen.
