When using Magic Wand with a low tolerance (2%, for example) in a transparent white area, the adjacent transparent black area will not be selected.

 

Paint Bucket has the same issue.

These tools are selecting on three channel color channels (RGB), not the transparency channel (A).  Just because they look the same does not mean they are identical to the selection tools.

After some tests, I believe the tool does consider Alpha channel.
