Below all the tools in the toolbar, just over the color boxes, there is a slider called "Tolerance." By adjusting the tolerance level, you adjust how different the colors have to be before the tool notices a difference.

A lower number on the tolerance slider will lead to fewer colors being selected. 0 on the slider will mean only that color is selected, and any differentiation will be left out of the selection. 100 on the slider will lead to everything being selected; even the difference between black and white is ignored.
