Image/Resize -- possible to change default?

When editing photo-images (the vast majority of which are JPGs), I generally resize to around ? x 600 to conveniently view in Win 7's image viewer with a minimum of autoresizing needed by the latter.  This is, for larger images, typically the percentage shown (at the bottom) by Paint.net plus one percent.

 

Working from the top menu, Image/Resize by default is set to "By Absolute Size", which I have to change to "By Percentage".  Is there any way, either a setting I've missed or an edit in a config file, to change the default to Percentage, since that's what I'm using the vast majority of the time?
