I'm no expert, this is my fisrt tutorial.
 
Open a new image to 800x600
You will need following plugins for this: Shape3D. http://forums.getpaint.net/index.php?/topic/15260-plugin-index/#entry252081
Sorry for my bad English. 
If I have errors, please correct it.

Ellipse and Round Frame

*Camera Angle: Modifies the intensity.

*Texture-Rotate : Changes the border color.

I have never seen any tutorial can be described in such a detailed way. Very well done and appreciating post. We are getting bored seeing the tutorials with lots of writing.
