How do I make scary looking eyes?

Kindia like glowing demon ones like this:

Create a new layer.

Select the eyes with the magic wand.

Switch to the new layer and fill that selection with white.

Repeat for the other eye.

Select the new layer and Gaussian the layer ~6-8

Didn't turn out like i planned it was only the color changed to white not glowie

When you Gaussian blur the layer, make sure nothing is selected. That should allow some of the white to cover the face.

After you do that, duplicate the layer several times.
