Well there be a plugin, or something, that will make a picture look like this:

This isn't too hard...

Open the file in Paint.net

Magic wand the white area and DEL

Duplicate the layer

In the color window, select the color you want for the outline.

In the bottom layer, magic wand the empty area and press Ctrl-I to invert the selection.

Press Backspace.

With the square selection tool, select the entire layer.

Gaussian blur the bottom layer by the number of pixels you want the width of the outline to be. (About 3? in your example.)

Duplicate that layer about 10-20 times or until the outline looks solid.

Flatten the Image.
