How Do I Make Circular Water Ripples?

Hello, I would like to make circular water ripples. How do I go about doing this in paint.net?

 

Here is an image of what I mean, but I would want more depth and rougher ripples.

 

 

 

Here is also a photoshop tutorial, just to show another example of what I'm looking for, but again I would want my ripples with more depth.

If we don't have any tutorials on this yet, and if this requires more than a couple of steps to accomplish, then can I request a tutorial?

Thanks! However, are there any others? I mean that one is nice, but it doesn't look as "watery" as I'd like. Or is there a way to make that one look more liquidy?
