That's a PhotoShop plugin called Fractalius. Impressive isn't it?

There are a few techniques that mimic this effect in paint.net:

1. This plugin psfilterpdn allows PS plugins to be used in paint.net. You should note that Fractalius is not free and requires you to buy a copy.

2. This tutorial by @yellowman is quite a similar effect: http://pdnfans.freeforums.org/post7726.html#p7726

3. Furblur plugin: http://forums.getpaint.net/index.php?/topic/27058-furblur-update-21st-sept-2013/

4. Cobweb plugin: http://forums.getpaint.net/index.php?/topic/27296-cobweb-new-plugin-halloween-2013/

?

Best I could do with Cobweb - may get better results by manually tracing/scanning a simplified outline of important features.

Here's another version where I increased the size of the original to 1000 square first.

You could try Edge Detection before you use the steps outlined above; that might give you a more stark look.

The Doctor: There was a goblin, or a trickster, or a warrior... A nameless, terrible thing, soaked in the blood of a billion galaxies. The most feared being in all the cosmos. And nothing could stop it, or hold it, or reason with it. One day it would just drop out of the sky and tear down your world.
Amy: But how did it end up in there?
The Doctor: You know fairy tales. A good wizard tricked it.
River Song: I hate good wizards in fairy tales; they always turn out to be him.
