How do I make animals and other stuff glow like this in Paint.net?

That's a PhotoShop plugin called Fractalius. Impressive isn't it?

There are a few techniques that mimic this effect in paint.net:

1. This plugin psfilterpdn allows PS plugins to be used in paint.net. You should note that Fractalius is not free and requires you to buy a copy.

Best I could do with Cobweb - may get better results by manually tracing/scanning a simplified outline of important features.

 

Here's another version where I increased the size of the original to 1000 square first.

You could try Edge Detection before you use the steps outlined above; that might give you a more stark look.
