Many years ago I copied a tute into Word (don't know the author & cannot find it now). I will attach it as a PDF & hope that it will be useful to you. You will need Motion Blur as well as Object Align. I didn't do the rings but you can stop at any time you want. After I created the sparkle, I saved it as a .pdn file with a black layer on the bottom & the sparkle bit merged down so that I could re-use it whenever I wanted.
