Paint.NET registers itself for the Edit "verb." You should be able to right click on images and choose "Edit" to open them with Paint.NET. (Other verbs include Open, Print, etc)

This is done so that on Windows XP the default action for most images is still to open them with the built-in preview mini-app ("Windows Picture and Fax Viewer") and then clicking the Edit button in there will launch Paint.NET instead of Paint.
