Is anybody able to create a Lasso plugin?

I wondering if it was possible for somebody to make a Lasso plug-in similar to the one in Photoshop. I hate going to Photoshop and Lasso up my images then going to paint.net. It's a little tedious, lol

Users can not make tool plugins... only effect, adjustment, or file type plugins.
