Bug: When "Zoom" is Set to "Window", It Doesn't Expand Beyond 100%

It's not a bug...it's a feature

I really don't want to see a zoomed version of my picture as the default (window).

It even says so in the online documentation:

 

 

Zoom to Window

When this item is selected, the zoom level is maintained such that the image always fits within the Paint.NET window. However, the zoom level will not be set higher than 100%.

Case 1:  Image is smaller than the editing window at 100% - Zoom to Window will zoom the image to 100% size.

 

Case 2:  Image is larger than the editing window at 100% - Zoom to Window makes the image as large as possible to fit inside the editing window.
