Can't uninstall/Install/Run

I use Paint.net frequently, and sort of need it for things.

Recently (meaning, about 20 minutes ago) I've been getting errors

When I install it, this comes up:

"There was an error while installing Paint.NET. (1603)

Fatal error during installation"

When I try and uninstall it is says:

"There is a problem with this Windows Install package. A program required for this install to complete could not be run. Contact your support personnel or package vendor"

Then, when I run it this pops up: http://prntscr.com/khhnu

And finally, when I hit "repair": http://prntscr.com/khhpe

I don't know what I have to do haha, so some help would be nice, thanks guys (:
