outline object not working

I can't get outline object to work. I installed it by downloading, extracting, and cut/pasting the dll into the effects folder (c/programfiles/paint.net/effects), but no soap. Any suggestions?

A background layer is exactly what it is - a background, kind of like a blank canvas :) Anything you want to modify (drop shadow / outline feather etc..) has to be on it's own layer. Each layer can allow you to manipulate what ever it is your working on, so each layer can be modified with any effect you wish to use on it ;)

If something doesn't work it may be that you have a selection active try pressing ctrl+D to deselect then try again. As for the bucket not filling fully mess about with the tolerance settings, its at the top in the middle 50%normally works fine.

This is not accurate. There's nothing special about the background layer besides being on the bottom of the layer stack. The only requirement to using Object plugins is that they be used on a Object, which is an image surrounded by transparency. Which can be on the background layer.
