I've tried to get StarGlow to look like the picture with it, but it will not.

However, there is a flare from Photoshop I'd like to use if Paint.net and Photoshop are compatible. And if so, where would I put it once downloaded.

That's a plugin for importing PS files. I think Renee wants to use PS effects.

Note: Third party effects and filters may be able to be imported into Paint.NET. Built in PS effects cannot be run by Paint.NET.

If I am right then Renee needs one of these: PdnFF or PSFilterPDN.

Beware that these very complex tools are not simple to set up. They need to be installed, the filter/effect needs to be downloaded and then Paint.NET, the plugin and the filter/effect all need to be able to speak to each other.
