pixel size and print size?

That's already how it works. If you only change "Resolution" in Image->Resize then the print size changes but not the pixel size.

(And that's because "print size" is just a function of resolution and pixel size)

it doesnt work like that at all when I do it, the image looks like bloody potato when I mess with the resoluton to make it the correct print size, and when I try to then print it, the image is as big as the piece of paper when it shouldnt be anywhere close to that (.69x.95cm is the print size im going for)

Yes but does the image look like mush on-screen or only when you go to print?

If it still looks the same on-screen then you probably just need to work with more pixels from the start, and/or configure the printing stuff more specifically (or use another app to print).

Ok so you've got the thing solved with respect to "changing print size without changing the pixels." Now you've just run into Paint.NET's poor printing capabilities.
