Gray block thing?

I found this on Photobucket, and I was wondering if there was a way to that gray block where it says "The Heir to Castra"? Do you need a plugin to do it?

first.. use the edit button to modify your thread title.. too generic, gonna get mod bombed

second, fairly simple to do, create a new layer above the picture, use rectangle selection tool to select area you want with the translucient overlay, either fill with white or light grey, double click the layer in the layer window and set oppacity down to where you want it , add another layer for your script

another option is to draw a thick light grey line on a new layer and change the layers opacity to whatever suits, and then as mountnman said, "add another layer for your script".
