I'm not entirely sure if there is a plugin made specifically for this purpose, but you could try this: run feather at 5 radius, then run AA's_Assistant at default settings.

I think you don't understand the question, this picture is only demonstrational, real picture has some texture and other things, I just want to scale down (make it "thinner") the red portion.

So what you are looking for is something that will shrink portions of a texture while keeping the rest of the texture the same?

If that's the case, I'll have to see the texture to figure out a good way to do it. This may or may not be complicated...
