This is not something where we're quite ready to open it up for extensibility yet, but we do have plans for something going in this direction For our next major release after v2.5 (and I don't mean v2.6), we want to start out with what we're calling Adjustment Layers. Basically you create a layer that has something like Brightness/Contrast or Desaturate tied to it. This idiom can easily be extended to rendering something like a drop shadow or a glow. This requires a lot of work on our part to generalize the UI that handles our layers -- right now it is making a large assumption that the rendering pipeline is simple and one-dimensional. Anyway, just be patient Paint.NET is only 20 months old, we still have a lot of room to grow.
