I'm assuming that by 'files' you mean images? If you want to stretch or shrink part of an image, select that part then press M on the keyboard to activate the Move Tool . The nubs can be grabbed and moved to alter the selection size. If you want to shrink/expand the whole image, click on the Image>resize menu. Type in a new width and/or height to resize the image.
