Borderline? HOW?

Choose the rectangle tool from the Toolbox. After selecting the tool you should see a bar near the top of the screen with a drop-down list "fill". There are several patterns here which you can choose from, but if you want a dashed outline, search for a pattern called "Percent 50". After you've found it go to the Colors window and choose the colours you want your border to be.

If you want a dashed border, choose colour #1, and then change the alpha value of your secondary colour to 0.
