Recently it is a little better, I use the snipping tool and then open paint.net. I would love to have screen capture functionality integrated in paint.net. I think that Pickpick http://www.tucows.com/preview/510387 have done it well, they even have shortcuts for different kinds of screen captures, e.g. a region that I can control with my pointing device. There's also Kenny Kerr's Window Clippings, which integrates nicely with Paint.NET and can take much nicer screenshots than any other utility I've seen. I'd much rather use Window Clippings + Paint.NET than have Rick waste his time reimplementing tools that already do a fantastic job. Pick one and use it. Window Clippings already has "send to Paint.NET" built-in.
