I have been wondering whether Paint.NET supports those lossless jpeg operations. Is it possible that Paint.NET already perform those operations losslessly by default? If you need a lossless JPEG rotate, I recommend you use one of those programs. Getting this working in Paint.NET would require tracking information about the image in a way that just isn't compatible with how the app works. A plugin cannot accomplish this either.
