Two questions regarding circle tool and line tool

I have two questions.

First of all, i need a little help to draw circles. For instance, i want to draw a circle from the center of another circle. I have the center, but if i just click and draw it out, from the center, it doesnt become anywhere near centered. I want my mouse to make the circle grow, AS it on the center, not drag it in another direction, but to grow evenly. I tried holding down alt, ctrl, and shift down to find any possible helping thing to make it draw as i explain. What can i do about that?

And then, about the line tool. I want to draw and unevenly, jagged and a thinning/thickening line. As i draw it will change. Is that a tool for that?

For example like the black lines below!

Anything like this?

You can draw the second circle on a new layer, select it,

and position it using the Move Selected Pixels tool.

For the lines, you'll have to draw a regular line,

then apply Dents to it.

There must be something else to do with the circle... Moving it around by eye measure, it wont be that centered. i want it DEAD center!

Have each circle on its own layer, center each using Align Object,

merge layers, reposition the now concentric set of circles.
