plugin for creating css format automatically

Are there any plugin that works like sitegrinder on Photoshop ?

SiteGrinder can convert the picture into CSS and make the photo reader for the whole web design project.

If you don't know what SiteGrinder is, then please check it out...If there are anything similar on paint.net then it will be great since paint.net is free :)

IIRC, Sitegrinder is a fairly expensive plugin in the first place...

There's not a single tool of this nature I've ever seen that has produced markup worth paying for, and SiteGrinder is no different. It structurally validates as XHTML, but it's built like a site I put together back in 2004 when I was just learning CSS - one global wrapper, and everything absolutely-positioned within it.
