Elements missing in my program?

There are elements that isnt in the progrma I downloaded, for example I dont have al the effects like outline object. Why isn't that in the programversion I downloaded and were can I find a full version of the program that has al the elements?

Outline object is a plugin.

Some parts need to be added after you install.

Go here: viewforum.php?f=16 and choose the parts you want to add to your Paint.NET, install them and you should be "good to go".
