Cannot resize an image

I tried to resize the canvas to A4 size (21x29.7 cm). It really did the job. But when I tried to resize the whole image that is on the canvas (to A4 size, of course) with the rectangle select tool, it DID NOT work! (resize=no resize, even if I entered 500% for the percentage) Seems that the resize tool's not really working. Can anyone tell me why it didn't work and how to fix the problem?

so you did:

1. canvas size

2. resize image

did you undo the canvas resize before you resized the image? if not, that means u tryed to make an A4 out of something that was already A4, thus the result was nothing.

either that or you forgot to click OK (jk of cours)
