If you browse our handy dandy Plugin section, you will find not only a tutorial on how to use plugins, but download links and descriptions for all currently available plugins. Without Plugins, a lot of the things people make today would not exist. Plugins can do different jobs, like Smudging (smudge Plugin), allowing you to use Custom Brushes, and many more. Just check out the Plugins Section It is the fourth link down on the main page. Oh, you might want to change your title to, and read the rules, especially number 6.
