Changing effect read folder?

Okay, so I need to get effects here at school for a project that my teacher and the IT have approved, but the C:/Program Files folder is not accessible, even to Power Users. Is there a way to have Paint.NET read effects from a separate folder?

Thanks, but I can't uninstall programs I'm writing a script now to try to get around it, no luck so far.
