Chargers
I want the random lines in the backround not going through the character. How do you do that?
Simon Brown
Search for "cutting out images," cut the man out and move him to a layer above the lines. Then try some blend modes on the lines layer to make it look more convincing.
Chargers
Where do I search that? On Google or is it on the main Paint page?

Ego Eram Reputo
Just bear in mind that removing the lines is going to leave some gaps in the mans' image (I am assuming this is a one layer image?). Clone Stamp tool :CloneStamp: will help fill these in again, but you're going to have to spend some time filling in the missing detail. Crimson
With something as simple as lines, cutting out the image is not necessary, assuming that all you want to do is have them behind the person. Simply take the eraser tool, zoom in, and erase the parts you don't want. It's less time-consuming than cutting out the entire person.
