Some pics look fine to the naked eye but have white specks, etc. once scanned. Tried dusting the photos and cleaning the scan bed, but that never helped. When against one of my own photographs or scans plagued by artifacts, the first place I head is the Reduce Noise filter, found in Effects > Noise > Reduce Noise. Alternatively, if my photo is particular poor, I use Surface Blur, an effect from Ed Harvey's plugin pack, and will be located once installed under Effects > Blurs > Surface Blur: viewtopic.php?f=16&t=26244 Both are exquisite tools, being very effective with little to no effort required.
