Try to use the trackball in the upper left corner of the dialog for an intuitive way to manipulate the angle, then use the sliders or numeric inputs for fine control. Using only the sliders can be unintuitive in you're not used to it. It may seem like "they don't do anything", because some manipulations require multiple sliders to be changed. Furthermore, be aware that the dialog is only affecting the current layer, and only the selection if you happen to have one. De-select any selection by pressing Ctrl+D. To apply the same tilt to multiple layers, apply it to one, and then switch layers and re-open the dialog (dialog settings are kept while PDN remains open). 1 Quote
