According to your screenshot, you are using Windows 10 20H1, but Paint.NET v5.1 requires at least Windows 10 21H2. You'll need to run Windows Update. Don't know why, not all of the system DLLs are sync'd up with the same version. So once you see a new 5.1.1 Beta (not 9087), give it a shot. What has happened in the past is not relevant to the situation now due to the underlying technology changes that have gone into Paint.NET 5.1.x As @Rick Brewster stated, he is compiling the next beta update without CET/CFG. You should try that version (i.e. later than beta 9087) when it is announced. 1 Quote

As has often been mentioned in the forum, you are recommended to uninstall 3rd-party AV solutions and use Microsoft Defender Antivirus, which is an integral part of Windows Security, and is already installed on your PC. 1 Quote
