Is there a plugin or tool that I can use to create the effect on those orange stripes?

But what is the effect on the orange stripes?

Are they painted flowers? Even when magnified, it's impossible to tell with such a low resolution picture.

I thought it was more like a sponge dab effect but now that you mention it I think it might be flowers. And yeah its tough to really see with that pic. Unfortunately it's the only one I have.

So how do you expect people to come up with a plugin or other method to reproduce the actual pattern?

Presumably you want the pattern on the stripes to look clearer if the viewer is closer to the truck.

To me it looks like white smoke on an orange background. You may achieve that effect using the Clouds effect followed by an image distortion with the Dents effect.

This is a great idea! I would like to suggest that a similar effect could be achieved through Render -> Clouds on another layer and then playing with the transparency and Blend Mode.
