The title should be greyed out when the window is inactive.

 

Windows 10 22H2

"Show the accent colour on the following surfaces: Title bars and window borders" is disabled

Paint.NET 5.1

 

Active:

The blue border in the screenshot of the inactive window comes from the default Windows 10 desktop background picture. I used Snip & Sketch's window snip.

You are correct, this is a bug. It occurs only when the Paint.NET Color Scheme is set to Light.

Below is:
- Dark active
- Dark inactive
- Light active
- Light inactive

The title of the main window is not greyed out for Light inactive.
The titles of the utility windows (Tools, etc) are greyed out as expected.

Other apps do grey out their titles in Light mode.

 

NB. This is not a 5.1 regression. 5.0.13 has the same behaviour.
