@CCAnDo That version of Windows 10 i.e. 2019(1809) build 17763, is not supported for Paint.NET 5.1

 

As stated in the release notes and on the download page, the minimum requirement for Paint.NET 5.1+ is:

  • Windows 11
  • or Windows 10 (version 21H2 or newer)
  • or Windows Server 2022
     

Note: Windows 10 version 21H2 is build 10.0.19044

Are you using Sentinel One antivirus?

If so, you need to add an Exclusion for Paint.NET until they fix it. Please read this comment https://forums.getpaint.net/topic/131939-paintnet-51-not-starting-properly-sentinel-one-antivirus-bug/page/3/#findComment-640766, then maybe read the whole thread.

If you are not using Sentinel One, then in Paint.NET please go to :Settings: Settings > Diagnostics > Copy to clipboard and then paste the diagnostics here inside a Spoiler section (click the eye icon above).

Hey, I've noticed a bit of an issue here... I went to go to median to use its effect to give me some aliased reduction of colours, but it wasn't there. I look this up and try the same thing with either of the new blur versions, and it won't be achieved by those either. They all cause some form of glow, blur or extremely unwanted anti-aliasing, regardless of settings, making the edits I'm trying to make impossible. Was it really necessary for the team to remove the old version entirely?

It's always worth reading the release notes for any new version of software. You never know what goodies you might be missing.

And a quick forum search (please remember Rule #1) for median blur   would have given you the answer.

If there is an actual difference between the old (aka legacy) Effects->Noise->Median and the new-and-improved Effects->Blurs->Median Blur, it's still possible for someone to publish an effect plugin that resurfaces the legacy version. @BoltBait has done that with e.g. Sharpen Classic.
