Hi,

Sometimes I need to deal with old newspaper scans from online sources. Usually they are heavy rasterized. What I personally do, is to Gauss Blur a picture with radius about 2, then resize to smaller, and then Sharpen a bit. 
I found a thread in this forum from year 2006, no simpler methods (plugins?) have appeared over the years? ?

It is not Rasterization - it is called Screening. Most scanners offer a way of Descreening newspaper images while scanning. My Epson SX235W will descreen scans at 85, 133 and 175 LPI, and a loose term called 'General', which I confess don't know what that stands for. I try them all until I hit on the correct screen

Yes, that's correct, I don't scan by myself. I tried to evaluate year 2006 "method", - "then I offset the bottom 3 layers by 1 or 2 pixels, each in a different direction", - but I don't understand, how to do this ? (newbie).

1. Click the :MoveTool: Move Selected Pixels tool, or press the shortcut M.

2. Make sure there is no selection active by doing Edit > Deselect, or press the shortcut Ctrl+D or Esc.
3. Click on the a layer in the Layers window to make it the active layer.

4. Press an arrow (Up/Down/Left/Right) key once (or twice), which will Select All and to move the selected pixels, i.e. the whole layer, 1 (or 2) pixels.

5. Repeat steps 2, 3, 4 for the other layers, choosing a different direction for each.

If you try this out on a small image first and zoom right in near an edge you will be able to see the 1 or 2 pixel movement, so you'll know you've got the sequence right.
