1. This is not the place for plugin requests.

2. Plugins cannot do tools, only effects, adjustments, and filetypes.

Someone might be able to come up with something, though, so I'm just moving this, not locking it.

Just by way of clarification; How would a pen tool differ from what's already on offer with the pencil/paintbrush tools?

Normally the tool of 'pen', as opposed to 'pencil' or 'paintbrush', is for paths and vectors, yes. However, if all you wish to do is colour in a scanned drawing, then the Paintbrush will suffice.
